They come from a variety of professional and cultural backgrounds, and are skilled at facilitation and coalition building. Our work teams are intentionally structured to foster interdisciplinary thinking and take advantage of this diversity of thought. Our research and consulting services are both rigorous and practical, and are grounded by our experience of working directly with the communities we serve.

Anne has spent 20 years in the public sector working in a wide range of areas including child welfare, hunger, welfare reform, workforce development, community development and higher education.

In her work with the Insight Center, Metrics Matter Initiative Annette has devised and is implementing an action plan to improve public awareness about economic security, what data and measures tell us about economic security and building public will to advance solutions that achieve meaningful progress for families and communities.

Brad Caftel

Chief Legal and Business Affairs Officer

Brad Caftel has been a lawyer on the staff of the Insight Center since 1976. Brad is responsible for ensuring that Insight’s internal operations comply with legal requirements, conform to best practices, and minimize exposure to adverse risk. He also directs the Insight Center’s community economic development focused legal assistance offerings for legal services programs, law schools, pro bono attorneys, and eligible nonprofit corporations.

Don Baylor

Don Baylor serves as the Director for Insight's Metrics Matter initiative. Don brings a strong background in policy, asset building, and workforce development. He has acted in numerous leadership roles benefitting those seeking greater economic mobility and social justice, having served as director of OpportunityTexas and as legislative director for the New York ACORN.

Elisabeth S. Roth has 20+ years of experience working in senior positions at leading non-profits. She launched ESR & Associates, a boutique-consulting firm in 2014 to provide strategy, partnership development, fundraising and communications services to social impact organizations.

Frank de Jesus Acosta is principal of Acosta & Associates, a California-based consulting group that specializes in professional support services to public and private social change ventures in the areas of children, youth and family services, violence prevention, community development, and cultural fluency.

Ignatius Bau is an independent consultant who has previously worked as a program director for a statewide private foundation, policy director for a national minority health organization, program manager for a national capacity-building program, and immigration and civil rights attorney.

Jack Mills

Chief Workforce Strategy Officer and Director of the National Network of Sector Partners

Jack Mills leads development of workforce strategy at the Insight Center for Community Economic Development and directs the National Network of Sector Partners (NNSP), an Insight Center initiative. He has been at the Insight Center since 2005 and brings experience from senior positions in consulting, nonprofit organizations, and government.

Jenny Chung Mejia is a consultant with experience in community economic development and transactional legal services for nonprofits. She has worked in program expansion, philanthropic fundraising, organizational capacity building, policy development and advocacy, and grasstops coalition building.

Jim Torrens

Associate Director of Workforce Innovation and the National Network of Sector Partners

Jim Torrens brings more than a decade of experience in coalition-building, community-based education and workforce training to his work with the Insight Center, where he focuses primarily on workforce development projects and on advancing the goals of the National Network of Sector Partners (NNSP), a nationwide membership organization dedicated to promoting and increasing support for sector initiatives.

Loy Mulyagonja

Senior Consultant

Loy Mulyagonja, CPA, is a Supervising Consultant at FMA and serves as a senior finance consultant to the Insight Center. Loy provides outsourcing services in an array of service areas, from daily accounting and bookkeeping to fiscal staff supervision and training, back-office accounting support, government and private grants management, and monitoring and compliance.

Marsha Caldwell

Executive Assistant and Director of Administration

Marsha Caldwell joined the Insight Center in 1984 as an office manager/administrative assistant. Over the years has assumed a variety of responsibilities in response to the needs of the organization. In 1998, she took on the role of Executive Assistant to the President. She now serves as the Insight Center’s Director of Human Resources.
