Maryland yes, the Office of Minority Affairs yes 25% yes, each state agency determines on a per-contract basis if the contract should be MBE goals (and how much) and then if it should have sub-goals (and how much). no no Maryland had a substantial policy change in 2003 with the Ehrlich administration. The Governor’s Commission on MBE Reform identified and proposed solutions to problems in MBE contracing program, including accountability of state agencies, uniform data collection and reporting, including payment data, and requiring prime contractors to identify MBE participation at the time of bid rather than ten days after the contract was awarded.

In 2007 began requiring each state agency to have supplier diversity plan and appoint an affirmative marketing director.
