Wilhelmina A. Leigh is a senior research associate at the Joint Center for Political and Economic Studies (Washington, DC). Prior to joining the Joint Center in 1991, she was a principal analyst at the U.S. Congressional Budget Office and also had worked for the Bureau of Labor Statistics, U.S. Department of Labor, the U.S. Department of Housing and Urban Development, the Urban Institute, and the National Urban League. Dr. Leigh has taught at Georgetown, Harvard, and Howard universities, and the University of Virginia. She has been an elected member of the National Academy of Social Insurance since 1996.

Dr. Leigh has analyzed a variety of housing, labor force, community development, and wealth creation issues. Recent work includes: Wealth Measurement: Issues for People of Color in the United States, in Jessica Gordon Nembhard and Ngina Chiteji, eds. Wealth Accumulation and Communities of Color in the United States (2006); analyses of poll data about the knowledge about Social Security and wealth accumulation among African American adults; and briefs about African Americans and housing (2007) (African Americans and Homeownership: Separate and Unequal, 1940 to 2006 (Brief #1) and African Americans and Homeownership: The Subprime Lending Experience, 1995 to 2007 (Brief #2)). Dr. Leigh received her PhD in economics from the Johns Hopkins University and her AB, also in economics, from Cornell University.
